When to change from two naps to one

Hi, my daughter is 14 months old, and she is having two naps a day. She wakes at 7.30, goes for a nap at 10 til 12, another nap at 4 til 6 then to bed at 9.30. Problem is, I would like her to go to bed earlier, (about 7 or 8) and change her two naps to one nap. Sometimes I think she is ready for this, like a couple of days in a row, she doesnt want to go down for her morning nap, or afternoon nap, so the next day, I try putting her down after her lunch. By this time, she is really grumpy, and ends up getting herself in such a state that she wont go to sleep. So, my question is.... How do I know when my daughter is ready to go from two naps to one, and how do I go about changing her routine?

BTW shes supposed to be going to sleep now, but I can hear her chatting away!
