Hi there, first time on the site so bear with me.
Firstly, I'm afraid I can't answer your question but I am in a similar situation. My lcoal hospital doesn't have birthing pools and you have to hire your own in. Its also your partner's responsibility to fill and maintain the pool and as this is our first child I think we will both have enough to worry about without that. So I checked around and found another hospital only 35 miles away that has birthing pools and I am asking my doctor to transfer my birth to that hospital. I will carry on with the anti and post natal care through the local team and just have the birth there. It won't cost me anything, they will maintain the pool and if I change my mind, it wont matter.
I am in Scotland but I would guess its the same everywhere. Check with your midwife - mine kind of laughed me off as if I was just trying to be fashionable but I phoned another in the team who was really helpful.
